Developing and opening Binhai New Area was included in the general national development strategy in 2006, and the Area started a new turn of development in 2006. Under the leadership of Tianjin Committee of CPC and Tianjin City People's Government, the Area strictly abided by the Suggestions on Issues about Promoting Development and Opening-up of Tianjin Binhai New Area issued by the State Council, carried through the scientific outlook on development in an all-round way, actively pushed comprehensive reform, and carefully treated every task without any waste of time. In the last year, many achievements in terms of economic and social development were made, and Binhai New Area realized an outstanding start in the new turn of development.
Rapid economic development tendency
In 2006, Binhai New Area insisted on establishing a high-level industrial structure, promoted pillar industries including electronic communication, oil mining, auto manufacturing, and modern metallurgy, and cultivated the industrial group focused on high and new technologies, such as medicine, aviation and space, and new material. Some leading projects started construction, including Airbus A320, and some important projects were completed and put into production, including
LG Bohai and Tianjin Xinlongqiao. Modern service industries, such as finance, logistics, intermediate agency, and tourism, strengthened and improved the service function of the Area, and drove up the level of industrial structure in the Area. At the same, state-owned enterprise reform was deepened and enterprise management level was largely improved. The adaptability of architecture and shipbuilding industries to market was promoted, and the industries made up the deficits and got surpluses. These achievements provide support for stable and rapid growth of economic operation in the Area. The gross production value of the whole year was 196.05 billion yuan, increasing by 20.2% than that of last year. The finished added value of the primary industry was 0.751 billion yuan, increasing by 0.9%. The finished added value of the secondary industry was 137.08 billion yuan, increasing by 24.4%. The finished added value of the tertiary industry was 58.22 billion yuan, increasing by 11.5%. The gross production value of the Area accounted for 45% in the GDP of Tianjin, increasing by 1.1%. The contribution rate to the economy in Tianjin was 51.4%, which indicates that the Area is the largest engine of economic growth in the city. The financial revenue in 2006 was 38 billion yuan, increasing by 31.7% than that of last year.
The industry remained vivid development trend. In 2006, the gross industrial production value in the Area was 520.052 billion yuan, increasing by 31.1% than that of last year. The added value was 131.05 billion yuan, increasing by 25%. The gross industrial production value in the Area accounts for 58.4% in the total of Tianjin City.
The electronic communication industry developed rapidly. In 2006, the gross industrial production value in the Area was 1850 billion yuan, increasing by 23% and accounting for 35.6% in the total of Tianjin City. Over 0.1 billion mobile phones were turned out, increasing by 45% and accounting for one fourth of the total output in China, and one tenth in the world. The number of produced digital cameras was 4.5 million, increasing by five times. The product structure of integrated circuit was promoted, and the total production value was 10 billion yuan, increasing by 66%. The product scale of high-end electronic components and LCD was expanded.
The oil mining industry, taking advantage of the opportunity that international oil price remained at high level, enhanced mining of oil and gas. The finished industrial production value was 64.787 billion yuan, increasing by 32%. Some oil fields were successively put into production, including Luda, Nanbao, Bozhong, Qikou, and Caofeidian oil fields. Beach area produced 19,430,000 tons of crude oil and 1.05 billion cubic metres of natural gas, respectively increasing by 8.9% and 19.5%.
The gross industrial production value of auto manufacturing was 42.575 billion yuan, increasing by 66.1%. The output of autos was 210,000, increasing by 60%. Moreover, auto manufacturing pushed rapid growth of the industries of auto parts, wiring harness, and auto audio equipment.
The competitiveness of modern metallurgical industry was remarkably promoted. The gross industrial production value was 41.58 billion yuan, increasing by 51.2%. The output of iron in 2006 was 5,466,400 tons, steel 7,184,300 tons, and steel material 4,826,200 tons. Equipment and technological advantages of modern metallurgical industry, with steel tube manufacturer as the representative, got more and more obvious, product structure was improved, and technical content of product was lifted up. Tianjin Iron & Steel Co., Ltd is a representative project of the strategic plan of moving industrial projects to the east. The company was completed and was put into production in May 2006, and it was characterized by large-scale automatic technical equipment, conservation-oriented resource and energy utilization, and environmental protection.
The gross production value of oceanic chemical industry was 61.52 billion yuan, increasing by 19.7%. The output of alkali was 883,700 tons, caustic soda 888,600 tons, PVC 783,500 tons, and crude salt 2,361,000 tons.
Modern service industry developed stably, and the function of international logistics and international shipping was promoted. The Bonded Area made full use of international trade, bonded warehouse, and logistic distribution functions, and realized the total value of USD25.42 billion of cargo that was imported to and exported from the Bonded Area, increasing by 35.5% than last year. The total import and export amount was USD9.47 billion, increasing by 16.2%.
The throughput of Tianjin Port increased stably, and container business developed very fast. Thirty-three container sea routes were developed in 2006, and over thirty flights were added. Waterless ports were built up in Zhengzhou and Shijiazhuang, and the cargo throughput was 0.258 billion tons, increasing by 7% than that of last year. The container throughput was 5.95 million, increasing by 23.9%. The added number of containers in the last year was 150,000, which was a new record. The cargo throughput and container throughput are respectively at the fourthand sixth place in the country. More and more visitors came to Binhai New Area to do business, visit, and travel. There were 59 courses in Binhai International Airport, and 116 flights were added in each week. The average number of flights per day was 94, increasing by 30.5%. The number of transported passengers was 2,766,500, increasing by 26.1%, and the cargo throughput was 96,800 tons, increasing by 20.7%.
